on the Acts of Violence in Egypt

during November and December 2011

Egypt has witnessed since mid-November 2011 and until near the end of December a series of acts of violence that began with the attempt by civilian and military security forces to forcibly disperse a sit-in in Tahrir Square on November 19th and the ensuing repercussions of this.

Protestors faced an unprecedented crackdown not seen in the country since the January 2011 revolution as a result of which more than 60 demonstrators were killed and more than 4500 demonstrators and security forces were injured. This is the largest number of causalities to fall in clashes between security forces and citizens since the January 2011 revolution and since the Maspero incidents.  Moreover, these events witnessed serious violations of human rights and public freedoms, casting a dark shadow over the entire Egyptian society.

The acts of violence and counter violence and their repercussions have raised many questions.  The sit-in that had begun a week before the events with a small group of those injured during the revolution protesting neglect and demanding their rights, with dozens of citizens joining them in solidarity, soon turned into huge crowds when the sit-in was forcibly dispersed on the afternoon of Saturday November 19th, quickly spreading to fifteen governorates. Following this, the diverse and sporadic demands which had been raised during the "Friday of Saving the Revolution" on 25/11/2011 quickly merged into a central demand calling for the transfer of power to civilians and the formation of a national salvation government in what became known in the media as "the second wave of the January Revolution".

the election support unit has received 2 reports from cairo  of  non-arrival of the judges  at some of the poll stations  until 11 am ... Resulting in the inability of voters to cast ballots despite the passage of 3 hours at the start of polling.
According to the authors documented  the Committee of  Princess Fawzia, Street No. 9 in Maadi didnt start work until  11:30 am, it includes 4 poll stations , which have 7 sub-committees by 6930 registered voters.
the election support unit  has received a report from  Ain Sham, EL- Mtarya and from El-Ziton, the non-arrival of the judge and the ballot papers at the Technical Institute Commercial prevented the poll operation  according to the author . there is 6 poll stations that has 12 sub-committee and 11,800 voters.
the unit is really  worry about repeating this kind of  complains about non- arrival of judges and papers, specially there is a large  number of voters , the unit is afraid of the voters reactions as a result of  their  inability to cast ballots . it  Calls the supreme committee for elections to the speed  movement and to  face the recurrence of such complaints.

Election propaganda and violations of many  candidates
many supporters of the candidates (for the parties' freedom - freedom and justice - and some independents )  continue campaigning in front of committees, some of the candidates are distributed cash, Despite the massive voters attendance  in the nine provinces of the first phase of parliamentary elections, And the security presence of the armed forces  front of the election commissions.
the Operating room of  the election support unit  at  the national council  for human rights has received a lot  of complains till 2:30 pm  as it reached 391 complains since  the beginning of the voting:  235 through  phones ( from NGOS observers and voters ) and  156 through GIS.
this complains point to :
- continuation of the election campaign
- the delay in opening the committees
- there are no cards to express an opinion or not to seal the cards
- The use of religious slogans
- acts of bullying like one of the candidates was  were excluded  to cut off the road in Assiut, specifically at Badari center .
the election support unit confirms that this reports describe many cases at different places, such as Cairo, Alex, Fyom, Kfr El-Shikh and Elbahr El-Ahmar. the actions are underway  to deal with the provisions of the room with the complains.

the Operating room of  the election support unit  at  the national council  for human rights has received a lot  of complains till 9:45 am, Despite the massive attendance of voters in the nine provinces of the first phase of parliamentary elections, this complains reached to 161 complains: 81  through phones, 80 through GIS  screen since the beginning of the voting.
this complains refer to :
-  the poll stations were delayed  for periods ranging between a hour and half a hour  
- the late arrival of ballot papers for some election area
- a lot  of  ballots were not sealed
some observers prevented  a lot  of  people for entering  the voting station ,as a result they called for a protest in front of Nasr City
some of the voters faced propaganda for  the freedom and justice party  at  the voting station which  is a violation of the rules that prohibit , as they mentioned that there is a religious slogans in front of poll station next to the Bilal mosque yard  at the third circuit in Nasr City, Cairo.
the election support unit confirms that this reports describe many cases at different places, such as Cairo, Alex, Fyom, Kfr El-Shikh and Elbahr El-Ahmar. the actions are underway  to deal with the provisions of the room with the complains.
